The bridge is an agreement between two organizations: the ECSA DAO on the token side — the issuer — and the uECSA DAO on the utility-credit side. Changes require both. There is no single organization above them, and no "Postcapital DAO."
The ECSA DAO is the token-level organization: a multisig maturing into a DAO. It does not appear from nowhere — it transforms out of the bootstrap governance body that has held the multisig and kept a recorded decision protocol since 2021, and whose founding mandate closes with the bridge launch. Its genesis distribution already exists: a contribution ledger kept since 2016, roughly one hundred and fifty contributors, work and capital alike, all allocated ECSA. It is the issuer — it mints the community-adopted Genesis allocation and transfers it into the bridge contract — and it is where token-holder governance lives. Its governance object is the bridge agreement: the terms of issuance and convertibility that bind capital's instrument to the substrate's credit. The first holder vote is the agreement itself.
The uECSA DAO is the utility-credit-side organization (in plain speech, the substrate DAO), implemented in CosmWasm on Neutron. It governs the utility side of the agreement: the terms under which the substrate's credit meets the bridge. Two details are stated as open rather than smoothed over: the name uECSA DAO is recommended and pending confirmation, and the question of whether its governance weight runs on stake or on credit positions is an open design question, assigned.
Why two organizations and not one: a single organization spanning both sides would be the central pillar the architecture exists to avoid — the seat from which capital's logic, or anyone's, could program the whole. The membrane is credible only if each side has an independent principal, and an agreement between principals is a different legal and structural object from a policy inside one entity. Never present the bridge as a single org; the confederation has no capital city, and the bridge is a treaty, not a government.
The uECSA DAO, by contrast, is constituted new — it is the organization the stewards are building on Friend FS now, its books opening fresh at genesis. One side of the bridge closes a history; the other opens one. The scale model runs first: the stewards' own organization rehearses the same structure — its genesis rehearses the token Genesis, its internal stabilization rehearses the bridge — before the two DAOs perform it at network scale.
