The Economic Space Foundation is an independent Swiss non-profit (Zug, 2017): the SAFT counterparty, the legal and operational steward of the project — and it recommends the Genesis State; it does not issue the token.
Mandate, per Article 2 of its Deed of Foundation: promoting and developing new technologies and applications, especially in the fields of new open and decentralized software architectures, with a dominating but not exclusive focus on the economic space agency protocol and related technologies, and on the promotion and support of applications using the protocol.
Key functions: core protocol R&D (funding the research, design, formal specification, and engineering of PSP, the substrate, and the bridge); ecosystem development and grant-making; legal and operational stewardship (the Swiss legal framework, early contribution periods, regulatory compliance, audits; its entrepreneurial capacity as an Unternehmensstiftung allows it to conduct business related to its purpose); and guardianship of the vision — ensuring the project remains true to distributing economic agency, and guiding governance toward increasing decentralization.
The issuance role, precisely: the Foundation maintains the ledger of early contributions and, at protocol launch, publicly recommends a Genesis State — a token allocation reflecting all contributions. The community of independent participants has discretion to adopt it; the Foundation cannot guarantee allocation; the ECSA DAO issues (see: Genesis per SAFT §10). The Foundation is itself a network participant, holding a position in the token, and acts as the network's stable legal interface to the broader world.
Governance and accountability: detailed bylaws, an internal control system, a governing Council, annual full audits, and the comprehensive supervision of the Swiss Federal Supervisory Authority for Foundations, to which it reports yearly.
